A full and precise evaluation of the imperialist attitude to the countries that have cast off the yoke of colonialism was given in the Report of the Central Committee of the CPSU to the 26th Party Congress: "The imperialists are displeased with the fact that the newly-free countries are consolidating their independence. In a thousand ways they are trying to bind these countries to themselves in order to deal more freely with their natural riches, and to use their territory for their strategic designs."(1) This policy can be clearly traced in Africa which in recent years has moved gradually up the scale of priorities pursued by US imperialist policy.
